Such networks have substantively impacted the dynamics of international order and organization. Soft-power based networks, products of globalization processes, have integrated states to an unprecedented degree.
Culture networks embodied in globalized political, social, and economic processes are the means by which CCNs, as products and producers of international society vis-à-vis a system of states ameliorate the deleterious effects resulting from multi-layered, state-centric interactions. CCNs, as the agents of a societal-networked international order, provide a measure of security and stability, ameliorating the destabilizing effects of anarchy. Social, political, and economic stability at the global level—elusive under a system of states paradigm or framework—becomes possible via the push and pull of sociality, conformity, diversity, while globalist notions of international order, such as human rights, becomes possible in a CAS comprised of CCNs as the facilitators of shared, collective knowledge and practice.
The societal principles that animate and underlie CCNs, namely, cooperation, do have the political, social, and ideological implications for the conduct of international affairs under a states system perspective. To illustrate this point, former Assistant Secretary of State and UN Ambassador John Bolton notes [I]t is precisely the detachment from governments that makes international civil society so troubling, at least for democracies . . Indeed . . ”27 In this context, the (so-called) “erosion” of state power and its monopoly over the ideational and material mechanisms by which to define the character and content of international affairs is under assault from society.
