A reference model documents the emerging consensus within the scientific and industrial community, but should not constrain future work. It therefore is by nature generic, and not applicable to a concrete case. In this section, we propose elements for a VO reference model based on the literature in the VO domain. It is an organizational model intended to present the underlying concepts and principles of the VO, not a model oriented towards IT system design. Any generally accepted reference model offers a choice of the characteristics of its object that are regarded as more important.
